EDUCATION POLICY REFORM: AFTER 34 YEARS, NEED OF THE HOUR.


After 34 year education ministry brought changes to the education system which is welcomed by all. There are total 27 Headings in the reform in which 10 are for higher education and 10 for schooling level of education and rest 7 are both the systems.

Major Reforms: Higher Education


  •  50% Gross enrolment ratio by 2035

  •  Holistic and multidisciplinary education- flexibility of subject.

  • In this there will be no rigidity of choosing any particular subject. For example a student is doing physics hons and also has an interest in doing music or fashion designing but in the current system there is no such option but now there will be such an option available in the way of major and minor interest of the student.

  •  Multiple entry and exit

    • UG PROGRAM -3 OR 4
    •  PG PROGRAM -1 OR 2
    •  INTEGRATED 5 YEARS BACHELOR/MASTERS
    •  M PHIL DISCONTINUED
    •  Explanation:- in this process if due to any reason any one cant continue his or her UG/PG program after one year and again after sometime he want to do then in current system he or she has to repeat and start as a fresher but in new system he or she can start from where they left the system if they come in prescribed time (prescribed time will be notified later). Also mphil is discontinued and there will be an integrated bachelor cum master course.
  •  Credit transfer and academic bank of credit

    •  In this method the whole academic session is like bank where you will gain interest in terms of point as you progress in the courses will be accumulated and kept record of by DIGILOCKER, which can be used by the student to continue their education if they for any reason left it in midway
  • Graded autonomy: academic, administrative and financial
    • There are 45000 affiliated  colleges in India in which some universities constitute more than 800 colleges in their jurisdiction which makes universities only a place of conducting examination, which also reduces the correctness and effectiveness of copy checking. Through a graded autonomy system the colleges will be getting some autonomous power according to their grades which will be provided by the system on the parameter of their quality and administrative capacity.
  • National mission on higher education

  • In this system a new mission and committee is created through which it will made sure that students get higher quality of mentors and education

  •  Single regulator for higher education, which will work on online self disclosure based transparent system

  • Common norms for all universities irrespective of their status.

  • There will be a fixation system which will eradicate the problem of higher fees charged.

  • Public investment in education sector to reach 6% of GDP at the earliest (currently 4.4% inclusive of states and central)

  • Constitution of national research foundation which will help in research financing

  • Internationalization of education which will attract foreign students to india

  • Integration of vocational, teacher and professional education

  • Standalone institutions will be made multidisciplinary.

  • Special education zone for disadvantaged regions

  • Constitution of NATIONAL EDUCATION TECHNOLOGY FORUM(NETF)  which will help the education system to be technology driven

  •  NHRD to be renamed as MINISTRY OF EDUCATION.

Major Reform: School Education


  • Universalization of Early Childhood Care Education (ECCE).

  • National Mission on Foundational Literacy and Numeracy

    • In this system there will be emphasis on literature and numbers in early stages of a student which will enhance all round development.

  • 5+3+3+4 Curricular and pedagogical Structure.

    • This school has been divided into 15 years.

    • First 5 years students will be taught using different methods like plays and dramas.

    • Next 3 years Introduction of subjects to the student.

    • Next 3 years exploration of subject

    • Next or last 4 years work on core competencies.

  • Curriculum to integrate 21st century skills, mathematical thinking and scientific temper.

  • No Rigid Separation in Arts and Science (here Arts is referred to artistic work)

  • Education for gifted Children.

    • Every population consists of gifted children who are born genius. For them there will be a seperate curriculum.

  • Gender Inclusion Fund

    • Greater emphasis is given for enrollment of girl children for this purpose a new fund is to be created.

  • Kasturba Gandhi Balika Vidyalaya to be updated to Class-12

  • Reduction in Curriculum for core concept.

  • Vocational integration from class 6 onwards.

  • Coding classes after class 6.(proposed)

  • New national Curriculum for ECE, SCHOOLS, TEACHER, and ADULT EDUCATION.

  • Board examination to be more application based and with low stakes 

  • Medium of instruction till at least grade 5, preferably till class 8 in mother tongue/regional language 

  • 360 holistic progress card of child

    • In this the report card will be fully detailed by a new grading system in which self assessment will be done classmate assessment will be conducted and teacher assessment will also be conducted. Combination of all new academic grade systems is formed.

  • Tracking Student Learning Outcomes.

  • NTA to offer common entrance for HEIs.

  • National professional standards for teachers.

  • Book promotion standard and digital library's

  • Transparent online self disclosure for public oversight and Accountability.
